* Makefile.cfg (local-checks-to-skip): Add changelog-check,

since we don't want to insist on a version number at the start
of the changelog every time.
* Makefile.maint: Sync from coreutils a bit better.
(sc_trailing_blank): Renamed from sc_trailing_space.
All uses changed.
