tests: fix maintainer-check-g++ make recipe

Clang++ issues warnings when it's used to compile C.  This make target
is precisely checking whether we can do that.

* configure.ac (NO_DEPRECATED_CXXFLAGS): New.
* tests/atlocal.in: Use it.
