undefined but unused is a warning

* src/symtab.c (symbol_check_defined): Undeclared symbols are only
a warning.
* tests/input.at (Undeclared symbols used for a printer or destructor):
Rename as...
(Undefined symbols): this, and check this case.
* NEWS: Doc it.
