build: run checks in distinct directories

Browse Source 
* tests/local.mk (maintainer-release-check) Import this rule from maint. Run
maintainer-checks in separate directories.
* configure.ac (AC_CONFIG_TESTDIR), tests/local.at: Adjust paths.
