lalrl1.cc: give a chance to user defined YYLLOC_DEFAULT.

Browse Source 
* data/lalr1.cc (YYLLOC_DEFAULT): Move its definition from the
	header file to the implementation file, after the user %code
	sections.
	* NEWS: Document it.
