yacc.c: prefer YYSYMBOL_YYERROR to YYSYMBOL_error

* data/skeletons/bison.m4 (b4_symbol_sid): Map "error" to YYSYMBOL_YYERROR.
* data/skeletons/yacc.c: Adjust.
