Remove build-aux/Makefile.am.

Recursive Makefiles are really way too slow, let's get rid of some of
them.

	* build-aux/Makefile.am: Rename as...
	* build-aux/local.mk: this.
	Adjust paths.
	* Makefile.am, configure.ac: Adjust.
