Set gnu or gnits strictness.

* configure.ac (AM_INIT_AUTOMAKE): Set gnu strictness during
development and gnits strictness for releases.  Based on Eric Blake's
suggestion at
<http://lists.gnu.org/archive/html/bug-bison/2008-07/msg00019.html>.
