diagnostics: prefer ^~~~ to ^^^^ to underline code

That's what both GCC and Clang do, and it is indeed much nicer to
read.  From:

    foo.y:1.1-14: warning: deprecated directive, use '%define parse.error verbose' [-Wdeprecated]

     ^^^^^^^^^^^^^^
