djgpp: remove

Support for DJGPP was announced to be removed in the NEWS of Bison
3.1 (2018-08-27) unless someone expressed interest.  There was no answer.

* djgpp: Remove.
* NEWS, Makefile.am, cfg.mk, po/POTFILES.in: Adjust.
