symbols: stop dealing with YYEMPTY as b4_symbol(-2, ...)

* data/skeletons/bison.m4 (b4_symbol): Redirect `b4_symbol(empty,
...)` to `b4_symbol(-2, ...)`.
Change all uses of the latter to the former.
