* configure.ac, doc/Makefile.am: Adjust.
* configure.ac (PACKAGE_COPYRIGHT_YEAR): New substitution, and new
config.h symbol.
Use AC_SUBST for assignments too.
* src/getargs.c (version): Use PACKAGE_COPYRIGHT_YEAR.
