(WGETFLAGS): New macro, containing "-C off" to disable proxy caches.
All uses of $(WGET) changed to $(WGET) $(WGETFLAGS).
(rel-check): Use $(WGET) instead of wget.

of the .c and the .h files that they generate. Look for N_
as well as for _. Try to avoid matching #define for N_ and _.
