since we don't want to insist on a version number at the start of the changelog every time. * Makefile.maint: Sync from coreutils a bit better. (sc_trailing_blank): Renamed from sc_trailing_space. All uses changed. (sc_no_if_have_config_h, sc_require_config_h): (sc_prohibit_assert_without_use): New rules. (sc_obsolete_symbols): Don't catch Makefile.maint itself.
