Akim Demaille 97abf54412 Fix regeneration of atconfig. 
* tests/local.mk (tests/atconfig): The rule was incorrect, but
	remove it: now that there is no tests/Makefile.am, the top-level
	Makefile properly updates atconfig when needed.
