* HACKING (Release Procedure): Update notes on copyright years.
* Makefile.am (update-package-copyright-year): New target rule.
* build-aux/update-package-copyright-year: New file.
* cfg.mk (update-copyright): Add update-package-copyright-year
as a dependency.
