Use midrule action values for captures' terminated status
Bison 3.1 introduces "typed midrule values", which would write
`<captureTerminated>{ ... }` and `$$` instead of `{ ... }` and
`$<captureTerminated>[1-9]`, but rgbds supports 3.0 or even lower.
