aa27e714d4 Make Bison version detection more portable 
- POSIX sh actually does NOT support `+=`,
  but Bash does even in compatibility mode
- `mawk` does not fully support POSIX EREs (regexes),
  so work around its lack of brace support
Fixes building on Debian, apparently.

3e4c2fe712 Avoid error with old Bison versions 
`api.token.raw` is only defined starting with Bison 3.5
Since it's not essential, define it on the command-line iff the Bison
version is sufficient.
