Prefer TESTSUITE_FLAGS.

TESTSUITEFLAGS is barely readable.

	* tests/local.mk (TESTSUITE_FLAGS): Default to $(TESTSUITEFLAGS)
	for backward compatibility.
	Use the former instead of the latter.
