bootstrapping problem reported by Matthias Klose; see

directive `%union foo {...}' now generates the C code

The default union tag is `YYSTYPE', for compatibility with Solaris 9 Yacc.
For consistency, YYLTYPE's struct tag is now `YYLTYPE' instead of `yyltype'.
