Akim Demaille 1d6b689b26 Dub symbol_type_base as a public type. ...

* data/c++.m4 (b4_public_types_declare): Now define
	symbol_type_base and symbol_type.
	(b4_public_types_define): New.
	In both cases, the definitions are taken verbatim from lalr1.cc.
	* data/lalr1.cc: Adjust.
