Jim Meyering 10c4beb7ea maint: get gpl-3.0 from gnulib ...

* bootstrap.conf (gnulib_modules): Add gpl-3.0.
* doc/gpl-3.0.texi: Remove from version control, now that
we get it via gnulib.
* doc/.gitignore: Ignore it.
