Paul Eggert 6f2d9f5854 Do not include config.h; that's the includer's job. 
Do not include <stdlib.h>.
(PARAMS): Define unconditionally for C89.
(ATTRIBUTE_NORETURN): Remove.
(ATTRIBUTE_UNUSED): Define unconditionally.
