Akim Demaille 2cd1af957a Use testsuite -C. ...

* tests/local.mk: Replace "cd && testsuite" by "testsuite -C".
	Solves problems when top_srcdir is an absolute path.
	Suggested by Eric Blake.
	* configure.ac: Require Autoconf 2.62.
