Akim Demaille 50977317cd tests: address syntax-check failures ...

* cfg.mk: Ignore failures in timevar (uses GCC style configuration,
not gnulib's).
* doc/local.mk: Space changes.
* lib/main.c, tests/calc.at: Remove useless HAVE_ tests.
