Sylvie cf85146353 Refactoring and enhancements to RGBASM warnings (#1526)
* Allow a `no-` prefix to negate "meta" warnings
  (`-Wno-all`, `-Wno-extra`, `-Wno-everything`)
* Allow `-Wno-error=...` to override `-Werror`
  (including for "meta" warnings)
