Move utils::StringEqualsIgnoreCase into the header as a constexpr function using an ASCII-only lowercase helper, so it can be used from constexpr contexts such as InfoString's comparators with newer MSVC toolsets.

Emit numeric tokens without quotes so the linker keeps colour arguments separate.

This fixes `mouseExit` colour commands failing to clear menu hover borders.

This fixes CD-key values overflowing their input boxes.
